In esoteric and New Age circles, Alice Bailey's concept of the "Great General Assembly of the Hierarchy" is eminently consequential. Alice Bailey, a Co-Freemason was a key figure in Theosophy and New Age thought, who wrote extensively about the "Spiritual Hierarchy" or "Great White Brotherhood" (A Treatise on Cosmic Fire, Bailey). She described this group as "ascended masters" and spiritual beings overseeing humanity’s development. According to Bailey, these entities convene with their human representatives every century, with a significant and final assembly set for 2025 (The Externalisation Of The Hierarchy, Bailey, 1957).
Bailey’s concept of the hierarchy stems from Theosophy, a syncretic and has roots in ancient mystery religions such as Kabbalah, Neoplatonism, and many Esoteric eastern teachings.(See my video below for an introduction to Theosophy.) Theosophers envision a covert spiritual authority shaping human events. Alice Bailey elaborated on this, outlining a diverse array of beings functioning across various "rays" or facets of divine expression, each playing a role in humanity’s spiritual growth. According to Bailey, these entities connect with chosen human agents or initiates to steer world leaders, societal movements, and other avenues of transformation. She further asserted that this hierarchy historically encompasses figures such as Buddha, Christ, and other exalted spiritual masters who periodically guide humanity toward a global spiritual awakening, fostering a shift from material to spiritual priorities (Lucis Trust, 2024).
The General Assembly of the Hierarchy aka The Centennial Conclave of the Hierarchy, or Shamballa 2025
This conclave is a significant event in the esoteric tradition, marking a time for the Hierarchy to review and update the Plan for humanity. The next conclave is expected to occur in 2025, and it is believed to be a pivotal moment for humanity's spiritual evolution. The year 2025 represents a pivotal moment in spiritual evolution according to esoteric teachings, marking the convergence of three major planetary centers—Shamballa, Hierarchy, and Humanity—in what is anticipated to be a momentous centennial conclave. This gathering, occurring every 100 years since 1425, is expected to determine crucial decisions regarding humanity's evolutionary trajectory, the externalization of the spiritual Hierarchy, and the implementation of the Divine Plan for planetary transformation. The significance of this particular conclave extends beyond previous gatherings, as it may establish the timing for the first stage of the Hierarchy's externalization and set the stage for the reappearance of the Christ consciousness in world affairs.
It is said that, the planetary spiritual Hierarchy meets every 100 years in Shamballa, at the turn of the first quarter of each century, to revise the Plan for humanity. According to the teachings of the Tibetan Master transcribed by Alice A. Bailey — succeeding the Secret Doctrine of Helena P. Blavatsky, the 1925 Conclave resolved three major aspects of the Plan:
“The first was a fresh inflow of the Christ principle of spiritual or true love which is ever free from emotionalism and selfish intent. This inflow resulted in the immediate and rapid growth of all movements towards peace, world understanding, goodwill, philanthropic effort and the awakening of the masses of men to the issues of brotherhood.
“The second was the stimulation of the principle of relationship and this led to the growth and the perfecting of all sources of inter-communication such as the press, the radio and travel. The inner objective of all this was to bring human beings closer together upon the outer plane of existence and thus parallel objectively the developing inner, spiritual unity.
“The third was the inflow of the force of will or power from the Shamballa centre. This… is the most powerful force in the world today, and only twice before in the history of mankind has this Shamballa energy made its appearance and caused its presence to be felt through the tremendous changes which were brought about. Let us recapitulate briefly.
The first time was during the great human crisis which occurred at the time of the individualisation of men in ancient Lemuria. [Externalization of the Hierarchy, Page 107]
The second time was at the time of the struggle in Atlantean days between the “Lords of Light and the Lords of Material Expression.”
“This little known divine energy now streams out from Shamballa. It embodies in itself the energy which lies behind the world crisis of the moment. It is the Will of God to produce certain racial and momentous changes in the consciousness of the race which will completely alter man’s attitude to life and his grasp of the spiritual, esoteric and subjective essentials of living. It is this force which will bring about (in conjunction with the energy of love) that tremendous crisis—imminent in the human consciousness—which we call the second crisis, the initiation of the race into the Mystery of the Ages, into that which has been hid from the beginning”
World Invocation Day, “a world day of prayer and meditation when men and women of every spiritual path join in a universal appeal to divinity and use the Great Invocation” is June 11th, with various scheduled meeting times in London, Geneva, and New York. World Invocation Day 2025 will coincide with the Strawberry Moon aka full moon. Bailey teaches the full moon in Sagittarius is a time associated with philosophical exploration, change, and seeking freedom and that meditating during this time can help align with these energies for spiritual growth and connecting with psychic forces. It is about harnessing its energy for spiritual development. Lucis Trust Festival of Sagittarius will also be held in that honor on December, 4th.
“In reflection during this Festival we work with a clear, will-inspired energy, on a beam of directed, focussed light; a light so compelling and one-pointed that the next immediate goal to be achieved by the human family stands fully revealed. That goal is a world condition of right relationships between men and between nations; of cooperation and sharing between all peoples, races and ideologies; and the right distribution of the world's resources, which belong to all humanity. As extremes of all kinds are eliminated, and moderation and reason become descriptive of humanity, the word "united" may begin to approximate its true meaning within the assembly halls of the United Nations.”
Global Governance Planning in June 2025: Aligning Agendas for a Unified Future
Lucis Trust has stated the importance of the “The United Nations: Manifesting the Vision of the One humanity”. The UN has many scheduled meetings for the month of June, towards that mission. The 2025 Bilderberg meeting is scheduled to be at the Grand Hotel Stockholm between June 12-15th. The recent Trilateral Commission meeting in April, discussed subjects like “Ukraine War and the Future of European Security”, “The Artificial Intelligence Revolution & The Global Economy”, “Soft Power in the Age of Trump”, “Cryptocurrency: A Status Update”, “North America on the Rocks”, “Neurotechnologies and the Battle for Your Brain”, and “Technology in the Military Domain”. Jacob Nordangård in his article, Bilderbergers over Stockholm: Externalization of the Money Masters Part II suggests, “it is highly likely that these topics will also be discussed during the Bilderberg meeting”.
Some other international meetings and summits scheduled for June 2025 associated with global cooperation or multilateral agendas:
113th International Labour Conference (ILC2025): Held in Geneva, Switzerland, by the International Labour Organization (ILO), starting early June and continuing into its second week. It includes the Annual Forum of the Global Coalition for Social Justice on June 12, focusing on labor standards and social justice issues.
8th Global Platform for Disaster Risk Reduction (GP2025): Organized by the UN Office for Disaster Risk Reduction (UNDRR), this event takes place in Geneva from 2 to 6 June 2025, addressing global strategies for disaster risk mitigation.
37th UN Treaty Bodies Chairpersons Meeting: Scheduled in Geneva during the first week of June, (watch here). This meeting involves discussions among chairpersons of UN human rights treaty bodies to coordinate and strengthen human rights monitoring.
G7 Summit: Set for June 15–17 in Kananaskis, the Canadian Rockies, hosted by Canada. The agenda is expected to focus on inclusive economies, climate change, regulating emerging technologies, and security issues like migration, Ukraine, and Middle East stability.
“As the Group of 7 (G7) Presidency in 2025, Canada will host the G7 Summit in Kananaskis, Alberta, in June. Canada intends to work with G7 partners on common priorities, including building economies that benefit everyone, fighting climate change, and managing rapidly evolving technologies.”
NATO Summit: Planned for June 24–26 in The Hague, Netherlands. Key topics include defense spending (with 23 of 32 members meeting the 2% GDP target), Russian aggression, and transatlantic relations under new leadership, with a push for a “wartime mindset.”
NATO Secretary General Jens Stoltenberg said: “I am pleased to announce that the 2025 NATO Summit will be held at the World Forum in The Hague from 24 to 26 June 2025. We are grateful to the Netherlands for agreeing to host this meeting for the first time. The Netherlands is a founding member of NATO and makes critical contributions to the deterrence and defence of the Alliance. At our Summit, Leaders will make decisions to continue to adapt and strengthen our Alliance for a rapidly changing security environment. Together, we are stronger and safer in NATO.”
The Three Planetary Centers and Their Interconnected Functions— Shamballa, Hierarchy, Humanity
Shamballa: The Source of Divine Will
According to the esoteric works of Theosophist and Co-Freemason Alice Bailey, Shamballa represents the highest spiritual center on Earth, functioning as the source of divine Will and providing the overall direction and purpose for the planetary Plan—”the centre where the Will of God is known”. Shamballa is described as being located in the Gobi Desert, once "a fair island in the inland Sea of the Tibetan plateau, now as fair a land, an oasis surrounded by barren deserts and salt lakes". This legendary place in central Asia serves as the residence of great spiritual adepts and is headed by Sanat Kumara, the Lord of the Planet, whose seat remains hidden in etheric form. “Fabled Shambhallah,” as, Madame Blavatsky calls it in her book The Secret Doctrine, was an etheric city in the Gobi Desert, the invisible headquarters of the Mahatmas, a brotherhood of great spiritual masters who had moved there long ago after the submergence of the land of Mu under the Pacific Ocean.
The center embodies the "1st Ray Will," representing power and purpose, and is recognized as a powerful energy source that stimulates human consciousness toward the "will-to-good," driving evolutionary progress to establish right human relations between all people and nations, which for the UN is, “Manifesting the Vision of the One humanity”. The hierarchical structure within Shamballa itself demonstrates sophisticated levels of spiritual development, with initiates of varying degrees forming different operational levels, from third and fourth degree initiates at the broadest level to ninth and tenth degree initiates comprising an inner executive Council.
Hierarchy: The Custodian and Bridge
The Hierarchy functions as the custodian of the Plan and serves as the vital intermediary and bridge between Shamballa and humanity. When the Hierarchy receives impulses and energies from Shamballa, it adapts and transmits these forces in forms that can be constructively received and implemented by human consciousness. This spiritual hierarchy consists of Masters of Wisdom who have obtained control over all five elements and possess bodies of golden and diamond light.
The Hierarchy operates through three major departments under three Great Lords, with seven major centers or Ashrams presided over by Masters of Chohan rank, and seven subsidiary centers overseen by Masters and Adepts of various initiatory degrees. The current period is believed to represent a significant phase of hierarchical adjustment and alignment, as the Hierarchy has moved forward as a unit to establish closer rapport with Shamballa, paralleling the closer relationship being developed between Humanity and the Hierarchy.
Humanity: The Implementing Force
“As the divine Intermediary, humanity has a pivotal role to perform to work in accord with the divine Plan in helping to raise the little lives that embody the lower kingdoms of nature. And just as the great illumined Lives Who constitute the spiritual Hierarchy of the planet have passed through and transcended human experience, the little lives are working their way towards the human stage of development. Spiritual philosophy affirms that the keynote of the Lord of the World, our planetary Logos is “HUMANITY for it is the basis, the goal and the essential inner structure of all being. Humanity itself is the key to all evolutionary processes and to all correct understanding of the divine Plan, expressing in time and space the divine Purpose.” Telepathy and the Etheric Vehicle, p.26
Humanity— The World Disciple— represents the third planetary center, responsible for working out the Plan envisioned by the Hierarchy without coercion and in complete freedom. The evolution of human consciousness has reached a point of intelligent development that now allows for a closer rapport to be established between Humanity and the Hierarchy. This development is crucial for the successful implementation of the spiritual Plan, as it requires conscious human participation and cooperation.
Lucis Trust says great strides have been “made in the capacity of humanity to measure up to its divine responsibilities that Alice Bailey wrote in the last century: ‘The control and the creative development of the three lower kingdoms in nature is slowly being taken out of the hands of the deva evolution (hitherto responsible) and placed under the supervision of mankind”. This is a truly enlightening statement. One has only to reflect upon the proliferation of movements dedicated to the welfare of the animal kingdom and the exponential rise in the ‘domestication’ of animals in homes throughout the world; and the research organisations, horticultural societies, and the like, that are focused on working with the vegetable kingdom; and, the manner in which minerals are drawn from the earth into the clear light of day, to generate electricity for lighting, heating and for a myriad other purposes, such as manufacturing, and in creating the intricate infrastructure and transportation systems in villages, towns and cities across the world, to improve human living. Powerful currents of thought, too, such as deep ecology, Gaia theory, green policies and sustainable development have captured the attention of public consciousness over the last thirty years or so. All these initiatives and shifts in consciousness indicate humanity’s growing focus, awareness and responsibility to these little lives.”

The tradition of centennial conclaves extends back to 1425, with each gathering occurring at the 25th year of each century to address the evolutionary needs of all kingdoms on Earth. Since 1425 A.D., the criteria for disciples have shifted from mere conscious soul contact to establishing a connection with the Spiritual Triad via the antahkarana, or "rainbow bridge," reflecting a higher standard of spiritual development. This connection enables a flow of monadic energy, characterized by love, wisdom, and a sense of universality, with the hopes of evoking humanity's demand for unity and internationalism.
SECTION THREE - TEACHINGS ON INITIATION - Part 2
“Today, the true disciple who is ready for this great step is in control of his emotional apparatus; his lower mind is keenly alert and focussed, and his higher mind is definitely en rapport with the lower, via the antahkarana. Perhaps clarity of perception will come to you if you realise that the conditional demands of the Initiator (until the period of the year 1400 A.D.) were for conscious soul contact; today, it is for a measure of established relation to the Spiritual Triad, via the antahkarana. This is a very different matter; soul contact is necessarily present, but is not deemed to give all that the initiate of the New Age must have. Love is of course needed; wisdom must be present, but the sense of universality is also required and indicates, when present, a measure of monadic inflow. This inflow comes naturally via the antahkarana or across the "rainbow bridge." Hence, you will see the reason for the emphasis which I have lately been giving to the building of this bridge. A great change in the human consciousness made it possible—in the year 1425 A.D.—to inaugurate changes in the requirements for initiation and definitely to lift the standard. Five hundred years have gone by since then, and the purpose of these changes in discipline and training have proved well warranted. In spite of all signs to the contrary, in spite of the world war with its attendant horrors and in spite of the apparent unawakened attitude of the masses, a very real measure of monadic energy is present. Humanity will increasingly demonstrate this as the insistent demand for unity and the growth of internationalism will demonstrate. The objectives, goals, theories, aims and determinations of the bulk of mankind already testify to this.”
Some claim that historical analysis reveals that the effects of these spiritual conferences manifest gradually but aim to fundamentally transform human civilization. They suggest that the 1425 conclave's influences began appearing around 1575, manifesting as increased literacy through the printing press, enhanced human intelligence, and greater cultural dispersion through population movements.
Subsequent conclaves have been said to produce equally transformative results: the 1725 gathering stimulated Victorian-era culture and scientific development, while the 1825 conclave fostered the growth of political and religious ideologies alongside the industrial revolution. Esotericists point to these historical patterns to demonstrate that the spiritual energies released through centennial conclaves work according to their own timing but produce real and fundamental changes in human consciousness and civilization.
The Unique Significance of 2025
The 2025 conclave is considered particularly momentous due to several converging factors. First, it coincides with a new age governed by Aquarian energies, the sign of the Water Bearer that fosters goodwill and brotherhood. “The Aquarian state of consciousness, as a pervasive force in many today, cannot fail to stimulate change in the consciousness of the human race as a whole. To the extent that the world servers with the human kingdom can maintain their pose within the stream of Aquarian energy, receiving, giving and living the power and the love available to them, so will they serve to irradiate and transform the whole human environment. Central to all experience in the life of a disciple influenced by Aquarius is the beauty of group life, group good and group service.”
Bailey’s acolytes and disciples believe we are witnessing a transition out of the Piscean era which is afflicted by “separateness”. The story begins in 1922 when Alice Bailey and her husband Foster Bailey founded what they originally called the "Lucifer Publishing Company". Despite attempts to down play it with the name change, the name wasn't chosen by accident or misunderstanding—Bailey was a devoted student of Helena Blavatsky's Theosophical Society and believed that Lucifer represented the "light-bringer" who brought knowledge to humanity. Only when Christian groups began making uncomfortable connections did they rebrand to "Lucis Publishing" in 1924, keeping the Latin root for "light" while distancing themselves from obvious occult associations.
Alice Bailey claimed to be in telepathic communication with a Tibetan master called Djwhal Khul, who allegedly dictated 24 books of esoteric philosophy to her between 1919 and 1949.These teachings form the doctrinal foundation of what is now a global spiritual-political movement operating through multiple interconnected organizations. But the Bailey's connections went far beyond channeled spiritual teachings.
Foster Bailey was no ordinary spiritual seeker—he was a 33rd degree Freemason, the highest level attainable in the Scottish Rite. His book The Spirit of Masonry explicitly connects Freemasonic teachings to the Lucis Trust agenda, describing Masonry as "the descendant of the first world religion" and positioning it as a custodian of ancient esoteric knowledge. This connection places the Lucis Trust squarely within networks of elite influence that extend far beyond spiritual meditation groups.
The implications of these connections cannot be overstated. When we trace the funding, leadership, and institutional partnerships of Lucis Trust, we find an organization that operates more like an intelligence network than a spiritual movement, with tentacles reaching into the highest levels of global governance.

The relationship between Lucis Trust and the UN goes back decades, with Eleanor Roosevelt herself participating in World Invocation Day broadcasts as early as 1952. But it's in recent years that this influence has become most visible and concerning. World Goodwill has been actively promoting and shaping the UN's Sustainable Development Goals (SDGs), writing extensively about how these policies align with what they call "the Plan"—Bailey's term for the spiritual hierarchy's agenda for humanity.
A review of World Goodwill's blog posts and UN-related publications reveals language that consistently frames global governance, digital identity systems, and environmental controls not as political policies but as necessary steps in humanity's spiritual evolution. They speak of the need to dissolve national boundaries, create "right human relations," and establish what they euphemistically call "planetary citizenship"—concepts that align suspiciously well with technocratic visions of global governance. The organization's influence on the 2030 Agenda is particularly troubling when we consider their fundamental belief that most of humanity is not yet spiritually evolved enough for self-governance. In their worldview, an enlightened hierarchy of spiritual masters must guide humanity's development, making decisions on behalf of the unenlightened masses. This perspective provides convenient justification for the erosion of national sovereignty and individual freedom in favor of supranational governance structures.
The 2025 Conclave: Preparing for Hierarchical Externalization
According to Lucis Trust's own publications, the 2025 Centennial Conclave represents a crucial decision point for what they call the "Spiritual Hierarchy". These gatherings, which allegedly occur every 100 years, are described as moments when higher spiritual beings determine how to intervene in human affairs for the next century. The Triangles Network alone claims 35,000 participants worldwide, all engaging in coordinated meditation practices designed to "anchor hierarchical energies" and prepare humanity for what they see as an inevitable spiritual transformation. World Invocation Day: The Global Ritual
Central to the Lucis Trust's 2025 agenda is World Invocation Day, scheduled for June 11, 2025—just days before the summer solstice. This annual event, which has been observed since 1952, involves the coordinated recitation of what they call "The Great Invocation" by participants around the world.
The Great Invocation itself reads like a prayer calling for the return of spiritual authority to Earth:

Their partnerships with organizations promoting "biodigital convergence," transhumanist technologies, and global governance frameworks suggest a coordination of effort that extends far beyond spiritual meditation.
